Well, it is a bit of my concern, here.
If players decide to play "gutsy", leaving 4 units instead of 5 in many territories, these could all revolt at the same time.
But then perhaps, this is how it should be.
However since Calamities occur before Rebellions, let's imagine conservative player with 5 units and a tower in every territory. A Flood occurs, skimming off the tower and a unit in every territory along a river, and then 4+1 is rolled for rebellions ; all territories would suddenly flip from secure and orderly to Barbarian Hordes everywhere. That's a double-whammy killing anyone's game, no ?
Then 1d4+1 for every territory with less than 5 units would mitigate this.
Unless there is something wrong with my reasoning...
